BGOV Bill Analysis: H.R. 7037, Critical Mineral Partnerships

A new State Department office would use economic assistance funding to bolster critical mineral supply chains in partner countries under a modified version of H.R. 7037.

The office would be housed within a new Bureau of Energy Security and Diplomacy, reviving and renaming the department’s former Bureau of Energy Resources, which was absorbed into other department offices in a 2025 reorganization.

It also would allow US membership in international critical mineral groups and establish academic programs on mineral resources, aimed at bolstering foreign cooperation on mining and manufacturing to reduce reliance on China.
