Ohio GOP House leaders are proposing massive cuts to state income taxes for poorer Ohioans that would be paid for partly by cutting tax expenditures.
Among more than a dozen large tax changes, the biggest shift in the House operating budget bill introduced May 2 is a proposed $300 million annual reduction in state income taxes on those earning up to $88,800.
