Ohio House Proposes Massive Tax Shift in State Budget

Ohio GOP House leaders are proposing massive cuts to state income taxes for poorer Ohioans that would be paid for partly by cutting tax expenditures.

Among more than a dozen large tax changes, the biggest shift in the House operating budget bill introduced May 2 is a proposed $300 million annual reduction in state income taxes on those earning up to $88,800.

Ohio would eliminate the two lowest of its seven income tax brackets and decrease the marginal rates by 4.7 percent in the brackets starting at $22,250 and $44,400 under the bill. Tax rates would stay the same for ...
