Penguin Random House Tax Refund Rejected by Maryland Court

Penguin Random House LLC doesn’t deserve a refund for a water and sewer tax bill it paid when it built an addition to a warehouse, a Maryland appeals court ruled.

The Maryland Tax Court was correct to deny the refund because the assessment by Westminster, Md., matched the benefit Penguin would receive from the water and sewer hookups, the Maryland Court of Special Appeals ruled in an April 13 opinion that affirmed an earlier decision of the Circuit Court for Carroll County
