France to Require Digital Billing, Reporting in VAT Fraud Fight

France in 2023 plans to begin deploying a combined requirement for companies to have electronic invoicing and reporting for all transaction types in a move aimed at preventing value-added tax fraud, the government said.

E-invoicing is already required for public procurement transactions throughout the European Union. The 2021 draft budget the French Parliament is expected to adopt this month would generalize the requirement to all transactions, including to business-to-business and business-to-customer transactions, the government said Tuesday in its report to Parliament.
