HILL TAX BRIEFING: Nonprofit Donor Rules in IRS Spotlight

The IRS effort to roll back donor disclosure rules for some nonprofits will be the focus of an agency hearing today.

The agency has proposed scrapping a requirement for tax-exempt organizations to report the names and addresses of substantial donors. Its first effort to make that change—without going through the notice-and-comment process—was struck down in court over the summer by the U.S. District Court for the District of Montana in Bullock v. IRS.
