A House Democratic aide raised waiving pay-as-you-go rules as an option when questioned about how to offset extending expired tax breaks.
The House rules require the chamber to offset legislation that increases the deficit by cuts in spending or increase in revenue.
“Obviously, PAYGO can be waived, it’s a House rule. And depending on the circumstance it might be waived,” said Andrew Grossman, the chief tax counsel for the House Ways and Means Committee Democrats. He called it a new challenge facing the panel when he spoke at a Feb. 22 conference hosted by the International Fiscal Association in Washington....
