McConnell Moves Senate Forward on Tax Treaties

Senate Majority Leader Mitch McConnell (R-Ky.) moved toward a floor vote on four tax treaty protocols, filing cloture July 11.

Cloture would limit debate on the protocols before an expected vote on them next week. The protocols, which cleared the Foreign Relations Committee in June, would amend existing bilateral treaties with Japan, Luxembourg, Spain, and Switzerland.

  • The Foreign Relations Committee has advanced the treaties before, but McConnell hasn’t given them floor time.
  • Three new tax treaties—with Chile, Hungary, and Poland—are awaiting committee consideration.
