The IRS would have to modify its appeals, summons, and asset seizure procedures under bipartisan bills that would overhaul the agency.

The legislation (H.R. 1957, S. 928) was introduced March 28 by leaders of the House Ways and Means and Senate Finance committees.

It would bar the IRS from referring low-income taxpayers’ debt to private collectors and codify the Free File program.
