Top Defense Department leaders are warning of national security risks if the federal government rushes to sell parts of the electromagnetic spectrum before the Pentagon completes a study in September about the feasibility of sharing airwaves with private entities.

Congress is negotiating whether the Federal Communications Commission can sell parts of the electromagnetic spectrum, but a solution to the impasse remains elusive. The authority expired two weeks ago for the first time ever, after the Senate failed to clear a House-approved bill that would have extended permission until May 19.
