DOL Guidance Clarifies Federal Contractor Pay, Coverage

The Labor Department’s Wage and Hour Division Jan. 13 guidance on President Joe Biden’s federal contractor minimum wage executive order (E.O. 14026) highlights key differences between it and its predecessor, E.O. 13658.

Field Assistance Bulletin No. 2022-1 supplements a Labor Department final rule that implements E.O. 14026 and becomes effective Jan. 30.


E.O. 14026 applies to four categories of contracts already covered by its predecessor, E.O. 13658, according to the bulletin. These four categories are:

  • construction procurement contracts covered by the Davis-Bacon Act,
  • service contracts covered by the Service Contract Act,
  • concessions contracts, and
