BGOV Bill Analysis: H.R. 4638, Removal for Police Animal Harm

Noncitizens who harm an animal used by federal law enforcement would be deportable from and inadmissible to the US under H.R. 4638.

The bill would expand on existing criminal penalties for willful and malicious harm of a police animal — defined as a dog or horse used by a federal agency for the purpose of law enforcement — which carries imprisonment terms of up to 10 years.

The measure would create automatic grounds for inadmissibility and removability for any noncitizen who admits to or is convicted of the offense.
