BGOV OnPoint: Appropriations Efforts Lag Ahead of Recess

The House and Senate Appropriations committees advanced several more fiscal 2026 funding measures this week while the Senate GOP’s plans to bring a multi-bill spending package to the floor before August recess are still up in the air.

Senate leadership had floated packaging the Agriculture-FDA, Legislative Branch, and Military Construction-VA funding bills to the floor as a “minibus” measure. The chamber proceeded to the House-passed MilCon-VA bill (H.R. 3944) that would be used as the vehicle, but opposition from Sen. John Kennedy (R-La.) to including the Legislative Branch bill has delayed the process.
