Negotiations to overhaul energy permitting are “dead in the water” after the Trump administration canceled leases in December for all five wind farms under construction off the East Coast, Senate Democrats said.

Democrats’ exit upended the latest push to improve the federal government’s environmental review and approval process, which both parties have long criticized as cumbersome and responsible for delaying infrastructure priorities. Top lawmakers had been brokering a comprehensive package to address the issues, which was jeopardized by Trump’s targeted disruptions to offshore wind development.
