Homeland Security Bill Risks Being Derailed by a Single ‘Zero’

Arcane congressional language is gumming up bipartisan legislation to end a record-breaking shutdown of most of the Department of Homeland Security.

The problem arose after Republicans embarked on a two-bill process for funding the agency after Democrats balked at giving money to Immigration and Customs Enforcement and border security operations.

Leadership agreed to isolate immigration enforcement agencies into a party-line reconciliation process and use a bipartisan measure fund the rest of DHS, such as the Transportation Security Administration, Federal Emergency Management Agency, and Secret Service.
