California Gov. Gavin Newsom is capitalizing on a fall statewide vote on congressional redistricting to elevate his profile ahead of a likely White House run, Andrew Oxford reports.

Making the redistricting campaign about Newsom provides him a chance to rally Democrats still seeking direction after electoral losses last year. But if he falters, it also risks providing fodder for other presidential contenders and even hindering the success of the redistricting measure.
