The IRS has failed recently to maintain adequate oversight of its inter-agency deal with the National Archives and Records Administration.
The Treasury Inspector General for Tax Administration said in a report that NARA charges the IRS millions every year to store, manage, and retrieve paper records at its 17 centers. But those centers closed or were operating at a limited capacity for two years during the Covid-19 pandemic, until March 2022.
