Ninth Circuit judges appeared likely to find that President Donald Trump can limit refugee entry into the US, but were less certain over the legality of curtailing application processing and funding for services upon arrival.

There appears to be no floor or ceiling for how many refugees the president can allow entry in a given period of time, said Judge Jay Bybee, an appointee of President George W. Bush.
