BGOV Bill Analysis: H.R. 3944, Fiscal 2026 MilCon-VA Funding

The Veterans Affairs Department, military construction projects, and related agencies would receive $152.1 billion in discretionary funding for fiscal 2026 under H.R. 3944, $5 billion more than the fiscal 2025 enacted level.

Total funding for fiscal 2026, including mandatory amounts for veterans’ benefits, would be $453.7 billion, according to the House Appropriations Committee report on the bill. The bulk of fiscal 2026 funding for the VA comes from advance appropriations provided in the fiscal 2025 full-year continuing resolution (Public Law 119-4).
