Solute Inc. can perform a nearly $103 million engineering and technical support contract for the US Navy following a rival bidder’s unsuccessful protest.
Protester Noblis MSD LLC failed to show the Navy’s assignment of an organizational rating of “outstanding” to Solute was erroneous because agency evaluators didn’t properly consider risks in the winning bid, the US Government Accountability Office said.
Noblis simply disagreed with the Navy’s assessment of the merit of Solute’s experience, the GAO said, which isn’t sufficient to show an unreasonable evaluation.
