A federal judge prohibited the Trump administration from freezing funds intended to support migrants in Chicago and Denver, finding the Department of Homeland Security gave no valid reason for withholding the money.
In an order granting a preliminary injunction, Judge Matthew Kennelly also found the administration likely flouted the separation of powers when it refused to distribute funding that Congress specifically appropriated under the Shelter and Services Program.
And the decision to freeze funding was likely “arbitrary and capricious” in violation of the Administrative Procedure Act, he wrote.
