Fifth Circuit Queries Jurisdiction in Texas Buoy Brief Request

A federal appeals court returned to lawyers for the state of Texas and the federal government Thursday — a day after oral arguments in an immigration enforcement case — pressing whether the court has jurisdiction to decide if Texas can maintain a 1,000-foot floating river barrier at the Mexico border.
