The Arkansas Governor signed a law concerning gross receipts tax exemption certificates. The law includes: 1) creating a farmer sales tax identification card to be provided to eligible farmers by the Department of Finance and Administration; 2) permitting farmers to present the card to retailers to claim a sales tax exemption; 3) defining “farming” as the agricultural production of food or fiber as a business or the agricultural production of grass sod or nursery products as a business; and 4) relieving retailers accepting exemption certificates or a farmer’s identification card, in good faith, from liability to collect any applicable sales ...
