Bulgaria MOF Seeks Comments on Draft Regulation to Amend VAT Rules

The Bulgarian Ministry of Finance Feb. 10 opened a consultation on a draft regulation to amend VAT rules. The draft regulation includes measures to: 1) provide a zero percent VAT rate, with the right to a VAT credit, on defense-related goods and services, intra-Community acquisitions, and imports supplied under contracts supported by EU Security Action for Europe (SAFE) instrument funds, due to the ongoing Russia-Ukraine conflict; 2) provide application and report templates for persons applying the small enterprise regime in the EU; 3) clarify whether distance sales are included in determining the 51,130 euro (US$60,683) VAT registration threshold, for supplies ...
