Canada faces a divide among business groups as it reforms a popular tax incentive for research-and-development spending about whether larger or small companies should have preferential treatment.

The Business Council of Canada, a group of executives from the country’s largest firms, will use a public comment period now underway to push the Department of Finance to undo the built-in preference for smaller firms in the Scientific Research and Experimental Development program, known as SR&ED, Robert Asselin, senior vice president of the Business Council of Canada, said Thursday.
