The Chinese Ministry of Finance Jan. 31 posted Announcement No. 9/2026, on the scope of VAT. The announcement includes: 1) the goods subject to the 9 percent VAT rate, including specified agricultural, aquatic, livestock, and dairy products, edible vegetable oils and salt, tap water, heating, hot water, air conditioning, coal gas, liquefied petroleum gas (LPG), natural gas, biogas, residential coal products, books, newspapers, magazines, audiovisual products, electronic publications, animal feed, chemical fertilizers, pesticides, agricultural machinery, and agricultural plastic film; and 2) the services, intangible assets, and real estate transactions subject to VAT, such as transportation, installation, exhibition, delivery, and translation ...
