China MOF Posts 2026 VAT, Consumption Tax Policies for Exports, Cross-Border Services

The Chinese Ministry of Finance Jan. 31 posted Announcement No. 11, on VAT and consumption tax policies for exported goods and cross-border sales of services and intangible assets. The announcement includes: 1) rules for determining whether export and deemed export transactions qualify for VAT exemption; 2) refund rates, calculation bases, and formulas for export VAT; 3) conditions for consumption tax exemptions on exported taxable goods; and 4) mandatory filing, documentation requirements, and a 36-month deadline for claiming export tax refunds.
