Colorado Justices Toss Initiative to Add Voter Approval for Fees

The ballot for Colorado’s 2026 general election won’t include an initiative to require voter approval for certain fees because the measure’s scope too was broad, the state justices ruled Monday.

The initiative proposed adding fees projected to raise $100 million in the first five years to the voter approval requirements of the state Taxpayer’s Bill of Rights, and narrowing the definition of “fee” under state law. Combining the two violates the state constitution’s rule that laws proposed by initiative be limited to a single subject, the unanimous Colorado Supreme Court ruled.
