Costa Rica MOF Seeks Comments on Draft Executive Decree to Reform Simplified Taxation Regime

The Costa Rican Ministry of Finance May 27 announced a consultation on a draft executive decree to reform the simplified taxation regime. The draft decree includes measures to: 1) amend requirements for accessing the regime, for specified taxpayers; 2) specify methods for calculating income tax and VAT based on quarterly purchases; 3) release covered taxpayers from seller invoice requirements; 4) establish voluntary and mandatory registration procedures; and 5) disallow tax credits for taxpayers transferring from the simplified to the general regime, except for voluntary transfers.
