Croatia MOF Seeks Comments on Draft Bill to Amend VAT Law

The Croatian Ministry of Finance Aug. 16 opened a consultation on a draft bill to amend VAT law. The draft bill includes measures that would: 1) reduce the general VAT rate to 24 percent on Jan. 1, 2020; 2) set a threshold of 77,000 Croatian kuna (US$11,842) for taxpayers supplying electronic services to other EU countries; 3) require taxpayers to submit VAT invoices electronically; 4) apply the transfer of tax liability for concrete steel in the country of delivery; 5) update provisions for taxpayers without offices in the EU; and 6) amend VAT refund procedures.
