The Croatian Ministry of Finance Oct. 1 opened a consultation on a draft bill to implement an EU directive on VAT for supplies of services and distance sales of goods. The draft bill includes measures that would: 1) increase the VAT threshold on fees to 15 million Croatian kuna (US$2.32 million) from 7.5 million kuna (US$1.16 million); 2) amend place of supply and delivery rules; 3) set exemption and input tax deduction conditions; 4) implement rules for trading goods using electronic interfaces; 5) provide a special regime for distance sales of imported goods in shipments valued up to 150 euros ...
