An effort to overhaul the global tax system is still stuck on a question that’s plagued negotiators from the start: How broadly should new rules for multinational companies apply?

Nearly 140 countries are yet to reach agreement on a host of questions that would determine the size and type of multinationals that would see their taxable profits re-divided among more countries, a blueprint of the plan released Monday said.
