The Estonian Ministry of Finance Dec. 4 proposed measures to improve VAT collection. The proposal includes measures to: 1) remove the 1,000 euros (US$1,058) threshold for declaring transactions, which means that all invoices will need to be declared in an annex to a VAT return; and 2) make e-invoices mandatory, thereby increasing efficiency and data accuracy.
