Estonia Parliament Approves Bill to Amend VAT Act

The Estonian Parliament (Riigikogu) Nov. 13 passed Bill No. 462 SE, to amend the VAT Act. The bill includes measures to: 1) amend relevant definitions; 2) exempt VAT on goods or services purchased from a seller within the EU, if the seller also applies the tax exemption; 3) clarify that the place of turnover isn’t determined if the service is provided via streaming or in another virtual way; and 4) apply the VAT exemption to taxpayers engaged in business in another EU state, for small businesses with up to 40,000 euros (US$42,266) in turnover for a calendar year and up ...
