The Estonian President Dec. 19 signed a law amending excise tax rates on tobacco and beer under the 2020 budget. The law includes measures: 1) reducing the original 10 percent increase in excise taxes on cigarettes to 5 percent for 2020; 2) increasing the excise taxes on cigarettes by 5 percent between 2021 and 2023; 3) increasing the excise taxes on smoking tobacco by 8.3 percent in 2021 and by 5 percent between 2022 and 2023; and 4) extending the 50 percent reduced tax rate for small beer producers to up to 1.5 million liters from 0.6 million liters.
