European Commission Adopts Implementing Regulation Under DAC9

The European Commission (EC) July 7 announced the adoption of Implementing Regulation 2025/648/EU, amending provisions under Directive 2025/872/EU on administrative cooperation in the field of taxation (DAC9). The Implementing Regulation includes measures to: 1) establish a standardized format for the automatic exchange of information (AEOI) for top-up tax returns between EU countries under Directive 2011/16/EU, as amended; 2) introduce a common information technology (IT) schema in line with OECD standards to ensure taxpayer compliance with Pillar Two and minimize administrative compliance costs; and 3) require EU Member States to file annual information reports on AEOI data reported by digital platform ...
