Finland Parliament Passes Bill to Amend VAT Law

The Finnish Parliament (Eduskunta) Nov. 28, 2025, passed a bill to amend VAT and excise duty legislation. The bill includes measures to: 1) set a 13.5 percent VAT rate on specified services, goods, and imports of collectibles and antiques under the VAT Act; and 2) apply the amended VAT rate and the specific provisions to all tax obligations arising on or after Dec. 20, 2025, including intra-community acquisitions allocated to subsequent calendar months. The laws would enter into force Dec. 20, 2025, and would apply from the same date. [Finland, Ministry of Finance, 11/28/25]
