Finland Tax Agency Posts Preliminary Ruling Clarifying VAT Treatment of Government Grants for Newspaper Delivery

The Finnish Tax Administration April 14 posted online Central Tax Board Preliminary Decision No. KVL:2026/9, clarifying the VAT treatment of government grants for newspaper delivery services. The taxpayer, a newspaper delivery service provider, received discretionary grants from the Transport and Communications Agency (Traficom) to fulfill public service obligations for newspaper delivery in certain locations. The taxpayer inquired whether the grants were includable in the VAT-taxable amount for newspaper delivery services.
