Brazil’s lower house of congress formally opened discussions on a proposal to overhaul the country’s intricate tax code, a small step forward for an effort that has confounded lawmakers for decades.
The congressional working group in charge of tax reform approved its preliminary proposal Tuesday night, paving the way for legislation to receive a vote in the lower chamber in early July.
