Five Key Points in Brazil’s Effort to Overhaul Its Tax Code

Brazil’s lower house of congress formally opened discussions on a proposal to overhaul the country’s intricate tax code, a small step forward for an effort that has confounded lawmakers for decades.

The congressional working group in charge of tax reform approved its preliminary proposal Tuesday night, paving the way for legislation to receive a vote in the lower chamber in early July.

“Under no circumstances will there be an increase in the tax burden,” Aguinaldo Ribeiro, the representative who is overseeing the process as rapporteur, said as he outlined details Tuesday.

Brazil’s congress this week took a small step toward the sort of major tax reform that has eluded lawmakers for more than three decades.
