France Tax Agency Seeks Comments on New Rules for Declaration, Payment of Import VAT

The French General Directorate of Public Finance Jan. 18 opened a consultation on new rules for the declaration and payment of import VAT. The proposed rules include: 1) the definition of imports subject to VAT; 2) place of import rules for determining taxable transactions; 3) the suspension of VAT on specific intra-community transactions; 4) rules for determining tax bases in specified circumstances, including for operations that require the establishment of statements or successive receipts; 5) the conditions for VAT deductions on import transactions; and 6) the determination of VAT import liability for intra-community acquisitions of goods and imports.
