French Value-Added Tax E-Invoicing Rules Gets EU Green Light

France can move ahead with new rules requiring large companies to issue valued-added tax e-invoices, under an exemption from EU law approved on Friday.

The French measure—published in a September 2021 decree—requires large companies to issue electronic invoices for all business-to-business transactions, starting in 2024. Medium-sized and smaller companies would have to comply starting in 2025 and 2026. In practice, e-invoicing is widespread in France and is already required for business-to-government transactions.

Critics have argued that requiring companies to issue VAT invoices electronically increases compliance costs, but governments fighting VAT fraud and avoidance have embraced the approach.
