Ghana MOF Presents 2026 Budget Statement, Speech

The Ghanaian Ministry of Finance Nov. 13 submitted to Parliament the 2026 budget statement and speech. The budget statement and speech include measures to: 1) abolish the COVID-19 Health Recovery Levy, the decoupling of the Ghana Education Trust Fund (GETFund) and National Health Insurance Levy (NHIL) levies from the VAT base, and VAT on mineral reconnaissance and prospecting; 2) reduce to 20 percent from 21.9 percent the effective VAT rate; 3) increase to 750,000 Ghanaian cedis (US$68,371) from 200,000 cedis (US$18,235) the VAT registration threshold; 4) extend to Dec. 31, 2028, from Dec. 31, 2025, the VAT exemption for locally ...
