Global Digital Tax Talks ‘Challenging’, OECD Chief Acknowledges

International negotiations to tax tech giants are challenging, OECD Secretary General Mathias Cormann said Tuesday, but warned against unilateral action taken by countries to impose digital services taxes.

Speaking on Bloomberg Television, Cormann said, “it’s true that is the more challenging part of the conversation,” referring to a proposed agreement negotiated at the OECD, known as Pillar One, that would reallocate some taxing rights of big companies to countries where they do business but don’t have a major physical presence.
