The Hong Kong Official Gazette May 16 published Stamp Duty (Amendment) Ordinance 2025, amending the stamp duty on property transactions in accordance with the 2025–2026 budget. The ordinance includes measures: 1) increasing to HK$4 million (US$510,741) from HK$3 million (US$383,056) the maximum value of properties subject to the HK$100 (US$12.76) stamp duty; 2) including transitional provisions applying the previous ordinance for agreements and instruments executed before 11:00 a.m. on Feb. 26; and 3) revising the First Schedule to reflect the new tiered stamp duty structure.
