Luxembourg VAT Administration Posts Circular on Reduction in VAT Rates

The Luxembourgish Land Registration and Estate Department Dec. 29 posted online Circular No. 816, clarifying reduced VAT rates. Topics covered include: 1) the 3 percent super-reduced rate for the delivery and installation of solar panels, subject to conditions; 2) the rate reduction, to 7 percent from 8 percent, for sales or rentals of bicycles, and for household appliance repairs; 3) application of the reduced rates to deliveries completed in December 2022, and invoiced in 2023, for transactions requiring invoices; and 4) application of the reduced rates for deliveries completed after Jan. 1, 2023, for transactions not requiring invoices.
