When discussing MSHA’s proposed rule protecting miners from silica dust, unions and mine operators agree on reducing exposure to the toxic substance—but not much else.

The differences between the National Mining Association and the AFL-CIO labor federation lie in how to reach the lower level proposed by the US Mine Safety and Health Administration and ensure levels stay low. Overexposure to breathable silica dust can lead to a sometimes-fatal lung disease called silicosis, which has been detected in a growing number of miners.
