The Montenegrin Ministry of Finance Nov. 26 posted a bill on amendments to the VAT Act. The bill includes measures to: 1) set the requirements for forming a permanent establishment (PE), and the rules for determining the place of supply for services; 2) apply a zero VAT rate to products and services used for nonresident personnel, diplomatic missions, and consular posts; 3) exempt VAT on imported passenger vehicles for disabled individuals exempt from paying customs duties; 4) require VAT registration for entities trading products or services in excess of 30,000 euros (US$35,033) within a 12-month period; and 5) establish penalties ...
