Pakistan Lower House Considers 2025 Finance Bill

The Pakistani lower house of Parliament (National Assembly) June 10 accepted for consideration the 2025 finance bill. The bill includes measures to: 1) apply stamp duty rates on property conveyances, at 1 percent for tax filers and 2 percent for non-filers; 2) expand the definition of e-commerce and require mandatory registration by digital vendors under the Sales Tax Act and Income Tax Ordinance; 3) impose a 9 percent surcharge on salaried individuals earning over 10 million Pakistani rupees (US$35,409); 4) introduce a tax credit on interest paid for loans used to build or buy personal homes, within specified size limits; ...
