Philippines Tax Agency Issues Regulations on Implementation of E-Invoicing System

The Philippine Bureau of Internal Revenue June 30 issued Revenue Regulations Nos. 6/2022, 8/2022, and 9/2022, on the implementation of the e-invoicing system. Topics covered include: 1) the scope of the regulations; 2) types of taxpayers to which the regulations apply; 3) the mandatory requirement to issue e-invoices instead of manual invoices; 4) guidelines for the taxpayers to issue e-invoices; 5) guidelines for the admissibility of e-invoices for the verification of sales and purchases during tax audits and VAT refund claims; and 6) the removal of the five-year validity period on manual invoices.
