Romania MOF Clarifies Reduced VAT Rate for Photovoltaic System Storage Batteries

The Romanian Ministry of Public Finance Feb. 25 clarified the application of a reduced VAT rate to the storage batteries of photovoltaic systems. The announcement clarifies that: 1) the MOF applies the reduced VAT rate for photovoltaic system storage batteries in accordance with the definition of “installation kit” under Law No. 216/2023, which amended the Fiscal Code and was adopted by Parliament; and 2) this amendment indicates that the reduced rate applies only to off-grid photovoltaic systems, and not if the systems are on-grid or hybrid.
